Roof and Gutters: Hardening Your Home’s Largest Exposed Surface
The roof is the biggest ember target on your home, and commonly the fire department’s first priority. The material sets the floor. The details make it hardened.
Class A is the bar for a roof in a fire area, and it is measured as a whole assembly: covering, underlayment, and deck, tested together to ASTM E108 or UL 790. Roof construction in California’s WUI areas is governed by what was formerly CBC Chapter 7A, now consolidated into the California Wildland-Urban Interface Code (CWUIC), effective January 1, 2026.

The Largest Ember Collection Surface on Your Home
Wind-blown embers land and collect on the roof: in valleys, around penetrations, along the edges, and in gutters full of debris. That is why the roof is the first-priority hardening component. But a Class A covering is only as good as the gaps around it. Embers do not usually burn through a Class A surface; they get underneath it, at the edges, ridges, valleys, and vents, and ignite what is below.
The material sets the floor. What makes a roof actually hardened is how it is sealed against embers at the places they get underneath. A Class A covering with open ridges or unsealed edges still lets embers in.

Good Options Across the Board, With Real Trade-Offs
You have solid Class A choices, and the right one depends on weight, maintenance, look, and budget more than on fire rating alone. Tile, modern composite, metal, and Class A composition shingle can all reach Class A as an assembly. What matters more than picking the “best” material is how the roof is sealed against embers once it is on.
A note on weight. Concrete tile sits tighter than barrel clay, but it is heavy. Putting it on a home not built for it can mean real structural work: the rafters get evaluated and reinforced, but the added load reaches the door and window headers below too, which that rafter check does not cover. Modern composite products give a tile or shake look at a fraction of the weight, which is why they often avoid structural reinforcement.
Is a Clay Tile Roof Good for Wildfire? Mostly Yes.
Clay tile is one of the best coverings you can have in a fire area. It is noncombustible, it carries a Class A rating, it lasts for decades, and it will not ignite from an ember landing on it. The classic San Diego look is also the fire-smart look.
The honest catch is maintenance. Clay tile cracks and breaks, and a broken tile is a pathway: it exposes the underlayment and deck to embers. Solar is a common culprit, installers walk the roof, crack tiles, and leave gaps around the mounts. Birds and rodents nest in the open ends at the eaves and ridges.
The high-value fix is a modern fire-resistant underlayment built for high-fire zones. It is not required on an existing roof, but it is the real improvement: the layer that protects the deck through the inevitable cracks and gaps a tile roof develops. You do not need a whole new roof to get it. In a lift and lay, the existing tiles are lifted, a new underlayment goes down, the fascia, vents, and flashing are addressed, and the same tiles are re-laid. Paired with bird stops at the eaves and mudded ridge caps, a clay tile roof is hard to beat.

Where a Class A Roof Becomes a Hardened One
Fire-Resistant Underlayment
Under the covering, a fire-resistant underlayment (a cap sheet or a fiberglass-based product built to hold form under heat) is the second line of defense if embers get past the tile or shingle. A re-roof is the moment to add it, and it matters most under tile.
Seal the Gaps
Bird stops at the eaves, hip and ridge caps mudded in, valley flashing over a cap sheet, and a noncombustible metal drip edge at the roof edge. These close the specific paths embers use to get under the covering (§504.2.1, §504.2.2).
Close the Vents, Two Ways
Either make every roof and attic vent ember-resistant and WUI-listed (§504.10), or take the vents out of the equation: seal the roof, condition the attic, and run an unvented assembly with no vents for embers to enter. The sealed approach is a larger project, usually done at re-roof, and needs the right insulation and moisture detailing, but it closes the attic pathway completely.
The re-roof moment (§507). Replacing 50% or more of the covering within 12 months takes the whole roof to Class A, and it also triggers vent replacement under §504.10. If you are re-roofing anyway, it is the time to upgrade the entire assembly at once: covering, underlayment, edges, valleys, and vents together.
Three Ways to Address a Roof
Not every roof needs to be torn off. There are three paths, and the right one depends on the roof you have and what you are trying to fix.
Retrofit in Place
Improve what is there without removing the covering.
- Roof and gutter cleaning, and a noncombustible gutter guard (§504.4)
- Bird stops at the eaves and ridge caps mudded in
- Noncombustible metal drip edge at eaves and rakes
- Sealing gaps and ember-resistant vents where they can be reached (§504.10)

Lift and Lay
Lift the existing tiles, do the work that is gated by the roof, then re-lay the same tiles. How you get a modern underlayment without a whole new roof.

- Re-lay the existing tiles, replacing any that are cracked or broken
Full Re-Roof

Gutters Are Part of the Roof Edge
A gutter full of dry needles and leaves is an ember bed sitting against your fascia and roof edge. The 2026 SD County WUI Code §504.4 requires gutters and downspouts to be noncombustible and fitted with an approved debris-prevention means. Metal gutters with a noncombustible guard keep the fuel out and shield the fascia from flame at the same time.

The roof connects to your vents, eaves, and attic.
