Home Hardening in San Diego County: Protect Your Home from Wildfire

What Home Hardening Is

Home hardening is the targeted retrofitting of a home’s exterior to resist embers and flames. IBHS research shows embers cause the majority of home losses in wildland-urban interface fires, not direct flame contact. Most homes ignite after the fire front has passed, from embers that lodged in vents, gutters, decks, and gaps in the structure.

The Structure

Home hardening: targeting roofs, vents, eaves, siding, windows, decks, fences, and attached structures for ember resistance.

Zone 0: 0 to 5 Feet

The ember-resistant zone right around your home. In unincorporated San Diego County (in force April 2026), the first five feet must be hardscape or noncombustible ground cover, with no combustible mulch. The City of San Diego is phasing its Zone 0 in, starting with new construction.

Zones 1 and 2: 5 to 100 Feet

Defensible space: vegetation management per PRC §4291 (SRA) and GC §51182 (LRA) to reduce the fuel that drives fire toward the structure.

AB 38 disclosure. Under California’s AB 38, sellers of homes built before 2010 in high and very-high Fire Hazard Severity Zones must give buyers a home-hardening disclosure at sale, listing which retrofits have and have not been done. That makes hardening both a safety priority and a point-of-sale issue.

Where to Start: The 9 Components in Priority Order

CWD’s recommended priority order, weighted toward the components that deliver the most ember resistance per dollar for San Diego County homeowners. These map to the components the recognized programs prioritize, from IBHS Wildfire Prepared Home and CDI Safer from Wildfires to CAL FIRE.   1. Ember-Resistant Vents. Highest ember-blocking impact per dollar, and a required retrofit when other work is done.
  2. Zone 0 Hardscaping. The first 5 feet around the home. In force in unincorporated San Diego County (April 2026); the City of San Diego is phasing it in.
  3. Roof and Gutters. Largest exposed surface, and one of CAL FIRE’s top-priority components. Triggers the Class A requirement when 50% or more is replaced.
  4. Eaves and Soffits. An overlooked ember entry point. Open-eave construction is a common vulnerability on older San Diego homes.
  5. Exterior Siding. The lower 6-inch noncombustible band is high-impact and low-cost, and a recognized CDI Safer from Wildfires measure.
  6. Windows, Doors, and Garage. Mostly quick wins, with tempered glass for full upgrades. Garage doors are a common ember entry point, second to vents.
  7. Decks and Porches. The under-deck zone and wall flashing are high-leverage retrofits. Decks ignite from above and below.
  8. Fences and Gates. A wood fence attached to your home is a direct fire pathway. The recognized fix is a noncombustible section where the fence meets the house.
  9. Sheds, Carports, and Outbuildings. Relocation is often more practical than replacement. Combustible attachments act as direct flame conduits.
