Zone 0 is where wildfires win or lose. In San Diego County’s unincorporated areas, it’s already required. The science is settled — do this work now.

The First 5 Feet Around Your Home Determine Whether It Survives
IBHS post-fire research from the 2025 Los Angeles fires found that homes with vegetation in 25% or more of Zone 0 had nearly a 90% chance of being damaged or destroyed. The science is settled.
The statewide regulation (driven by AB 3074, SB 504, and Executive Order N-18-25) was scheduled for final adoption by December 31, 2025 but was paused by the California Board of Forestry until at least March 2026. In the meantime, the 2026 SDC WUI Code §604.12.1 already enforces Zone 0 for unincorporated San Diego County properties — and the CDI Safer from Wildfires framework recognizes Zone 0 compliance for the insurance discount regardless of state rulemaking timing.

Immediate Noncombustible Zone Creation
Same-day work that meets the SDC WUI Code requirement and is recognized by the CDI Safer from Wildfires framework. Highest-priority items on the CAL FIRE Low-Cost Retrofit List.
- Wood mulch, bark, and woodchip removal — replaced with gravel, stone, decomposed granite, or bare soil
- Removing planter boxes, doormats, and furniture cushions within 5 feet of the home
- Clearing combustible storage from against the foundation
- Removing vegetation directly under windows and against siding
- Relocating firewood and lumber to Zone 2 (30+ feet from structures per §604.12.2 and §607.1)
Permanent Zone 0 Conversion
Permanent hardscape and noncombustible groundcover that locks in the Zone 0 boundary.
- Hardscape installation — pavers, flagstone, concrete walkways within 5 ft of the home
- Removal and replacement of foundation plantings with noncombustible groundcover
- Irrigation system rework — capping, removing, or rerouting drip lines and sprinkler heads displaced by new hardscape
- Edging and grade work to keep mulch and debris out of the zone
